Overview

 

The Purchasing Manager manages all aspects of purchasing to efficiently and cost-effectively support organizational operations. Works in conjunction with the purchasing area at Headquarters in Germany.

 

Job Responsibilities

 

  • Establishes and implements purchasing policies, procedures and best practices;
  • Monitors ongoing compliance with purchasing policies and procedures;
  • Directs procurement policies to ensure all items are purchased and delivered within budget and time constraints;
  • Identifies and sources new suppliers and vendors;
  • Manages vendor and supplier selection process based on price, quality, support, capacity and reliability;
  • Develops and maintains strategic relationships with key suppliers and vendors;
  • Establishes and updates an approved vendor/supplier database;
  • Develops, negotiates and administers purchasing agreements and contracts with suppliers in support of organizational requirements;
  • Evaluates contracts to ensure compliance with legal requirements and organizational policies;
  • Monitors supplier and vendor compliance with contractual agreements;
  • Measures and manages the vendor and supplier cost, quality and delivery performance;
  • Oversees supplier compliance with internal quality standards and external regulations;
  • Troubleshoots cost, quality and delivery concerns;
  • Manages risk relating to quality, cost, delivery and supply of purchases;
  • Introduces performance improvement measures for suppliers and vendors;
  • Works with relevant departments to manage inventory requirements;
  • Facilitates timely placement of purchase orders;
  • Reviews purchase orders for proper authorization and compliance with organizational policy and procedures;
  • Develops and manages purchasing budgets and forecasts;
  • Monitors and reduces purchase variances to meet profit objectives;
  • Produces regular reports on purchase commitments, costs and delivery performance;
  • Oversees the operations and daily activities of the purchasing department
  • Directs continuous improvement of purchasing processes in line with changing organizational needs and market conditions;
  • Performs other required tasks as assigned.

 

Job Requirements

 

  • Minimum Bachelor’s degree in business, materials management, operations management, engineering or related field, Masters Degree preferred;
  • Minimum 5 years’ experience in purchasing and procurement;
  • Working knowledge of project management principles and practices;
  • Working knowledge of all laws and regulations relating to procurement and contracts;
  • Knowledge of purchasing and supply chain systems, LEAN principles of planning and MRP/ERP systems required;
  • Financial acumen;
  • Strong verbal and written communication skills;
  • Ability and willingness to travel internationally;
  • Ability to communicate effectively and appropriately with people of other cultures;
  • High competency level in MS Office applications.
